Use your mouth to ask-
1,  Ask your parent for permission to pet the dog
2.  Ask dog handler for permission to pet the dog
3.  Ask dog handler to ask dog to sit (or ask parent to ask this)

Only talk to the dog handler if your parent is with you - a stranger is still a stranger even if they have a cute dog.
